2.1 Safety and working conditions
  Commitment No. 19 - Workforce safety: setting new targets

We re-affirm our commitment to placing the highest priority on the safety of our workforce.  Step Change in Safety aims to deliver the aspiration of a 50% improvement in safety over the 1996 baseline.  UKOOA and the industry's other trade associations have re-affirmed their commitment to Step Change with the support of the TUC.

In addition, Step Change will co-ordinate efforts to achieve new targets being set by the Offshore Safety Division of the HSE, the targets contained in the DETR strategy statement Revitalising Health and Safety and in the long-term occupational health strategy Securing Health Together (produced jointly by the HSC, DETR, DoH, DSS and DfEE).  Among these targets are a 10% reduction in the rate of injuries of ill health from manual handling, 15% reduction in reported incidences of slips, trips and falls and a 15% reduction in accidents and dangerous occurrences involving lifting and mechanical handling.

Progress to date : achievements and difficulties encountered

The number of deaths and injuries within the industry remains unacceptable to UKOOA, its members and the Industry Leadership Team.  Although there has been a 30% improvement in the fatal and major injury rate and 37% improvement in the all injury rate in the four years from the launch of the Step Change in Safety initiative in 1997, performance on the UKCS, while better than many other industries within the UK (e.g. forestry, water supply, post and telecommunications, construction and various manufacturing sectors), remains below "best in class" standards for offshore oil and gas.

During 2001, the industry has reviewed its targets and set new ones:

  • a continual improvement in safety culminating in a 50% reduction in the fatal and major injury rate by 2010;
  • a reduction in the number of working days lost per 100,000 workers from work related injury and ill health of 30% by 2010;
  • an improvement of half of the above targets by 2004.

In addition, the industry is working to achieve by 2004 additional targets set by the HSE's Offshore safety Division:

  • a 10% reduction in rate of injuries/ill health from manual handling;
  • a 15% reduction in reported incidence of slips, trips and falls from height;
  • a 15% reduction in accidents/dangerous occurrences involving lifting/mechanical handling.

A workshop for practitioners about the HSE's campaign, Revitalising Health and Safety, was held in October 2001 and workgroups have been established to develop specific programmes during 2002 to address the above targets.  Progress will be monitored through Step Change in Safety and its leadership team.
